A Personal Message from your County Clerk

Dear Citizens of Cotton County; My name is Joe Schappert and I am running to continue serving as your County Clerk. Sheryl (my wife) and I have made Cotton County our home for almost 7 years, and we truly feel at home here in our beautiful rural environment. Upon receiving a Batchelor’s degree in Business from Northern Kentucky University, I have accumulated 40+ years of successful business experience in Manufacturing and Quality Management while producing highly-engineered Aerospace, Truck and other Heavy Equipment products. It has been a real privilege to work for Cotton County since November of 2020 initially as Custodian, American Rescue Plan (ARPA) Grant Administrator, and presently as County Clerk since June of 2022.

Transparency, integrity and respect are key values for Officers in local government, and I strive to exemplify these attributes when carrying out my responsibilities as Clerk while encouraging my capable Office Team to serve all citizens in this manner. Our Office lost nearly 80 years of excellent experience with the retirement of everyone in the Clerk’s office during 2022. While I and my staff continue to grow our roles, we have advanced quickly and steadily to overcome this challenge and provide you with consistent, efficient, professional and cheerful service.

My business and financial expertise contributes tremendously as I perform my Clerk responsibilities. My passion is to team with our County Commissioners and all County Officers in working for the economic and general well-being of our County citizens. The Clerk office has been focused, achieving significant improvements in efficient management of Land Records, County Purchasing and Financial activities through technology upgrades. Continuous improvement in serving our citizens remains our primary focus.

I will continue to manage my Office according to the Oklahoma Constitution and its Statues and provide our County citizens with ever-improving service and with Christian values. As candidate for County Clerk, I respectfully ask for and will appreciate your vote and support in the June 18th Primary election, with early voting on June 13th through 15th.
