The Walters City Council met in regular session at 5:00 p.m. on December 5, 2023 in the Walters City Hall. Those present were Mayor Richard Anderson, Vice-Mayor Clint Thurman, Councilmen Jonathan Morgan, Aaron Russell and Byrum W. Eidson, City Manager Shawn Strange, City Clerk Sheri Davis and Attorney Hyman Copeland.

Aaron Russell opened the meeting with prayer. Pledge of Allegiance to the Flag of the United States of America.

Visitors present were: County Commissioner Mike Woods, Code Enforcement clerk Candy Simms, Accounts Payable clerk Karla Eschiti, Police Chief Leslie Williams, Accounts Payable Clerk Ashley Williams, Kathleen Flanagan, Janis and Donnie Poe, Tammy Woods, Mark Champion, Gerald Hayes and more that did not sign in.

Item #3— Clint Thurman made a motion to approve the Consent Agenda. Wes Eidson seconded the motion. The vote was: Ayes: Anderson, Morgan, Thurman, Russell, Eidson Nays: None (a) Approval of November 7, 2023 regular City Council meeting.

(b) Approval of purchase orders and signing of checks for all City funds presented at the 12-5-2023 council meeting and ratification of routine checks subsequent to the 11-7-2023 regular council meeting.

Item #4— Aaron Russell made a motion to approve the November 27, 2023 Board of Adjustments meeting minutes. Clint Thurman seconded the motion. The vote was: Ayes: Anderson, Morgan, Thurman, Russell, Eidson Nays: None Item #5— Clint Thurman made a motion to accept the letter of resignation from Stesha Kerr for her seat on the Planning and Zoning Board, she has moved out of town. Wes Eidson seconded the motion. The vote was: Ayes: Anderson, Morgan, Thurman, Russell, Eidson Nays: None

Item #6— Clint Thurman made a motion to approve the appointment of Leonard Biggs to fill the position on the Planning and zoning board. Aaron Russell seconded the motion. The vote was: Ayes: Anderson, Morgan, Thurman, Russell, Eidson Nays: None

Item #7— Wes Eidson made a motion to approve the minutes from the Remediation board and public nuisance administrative hearing meeting minutes. Code Enforcement clerk Candy Simms stated it was a lengthy meeting. Several properties were addressed and most of the properties that the board deemed to be condemned are collapsing. Candy stated that there was one address, 201 E Iowa that the owners sent in a protest letter but his letter of protest did not give enough justification to take it off of the list to be condemned. Jonathan Morgan seconded the motion.

The vote was: Ayes: Anderson, Morgan, Thurman, Russell, Eidson Nays: None

Item #8— Clint Thurman made a motion to condemn the addresses recommended by the Remediation Board; 201 E Iowa, 604 S Broadway, 514 S Broadway, 601 E Virginia, 222 E Texas, 211 W California, 207 W Nevada, 121 W Washington, 102 W Wyoming, 206 W Texas, and 310 W Kansas. Aaron Russell seconded the motion. The vote was: Ayes: Anderson, Morgan, Thurman, Russell, Eidson Nays: None

Item #9— Jonathan Morgan made a motion to approve Resolution 884, a Resolution authorizing OMAG (Oklahoma Mutual Assurance Group) to return the escrow account funds to the City of Walters in the amount of $22,524.92. Aaron Russell seconded the motion. The vote was: Ayes: Anderson, Morgan, Thurman, Russell, Eidson Nays: None All of Council had a check register and cash report showing how much money is still on the books after checks being signed. City manager asked if there were any questions on the general fund financials. There were no questions.

Manager report: Shawn informed Council that Michael Duggins had been involved in an accident this morning. He was banged up and has a broken rib. The hospital is supposed to release him this evening. The accident was not his fault someone ran through a yield sign. The truck he was driving is totaled.

City Manager stated there was no new or unforeseen business.

Purchase orders were approved and the following checks signed.
