OKLAHOMA CITY – Last Monday, Oklahoma Gov. Mary Fallin delivered her annual State-of-the-State Address to a joint session of the Legislature in the chamber of the House of Representatives, outlining her budget proposal and legislative priorities. Gov. Fallin acknowledged the state’s current fiscal position, caused primarily by falling energy prices, and urged lawmakers to consider structural deficiencies in the state budgeting process that have exacerbated the situation.
